The  York Region Official Plan has identified substantial population growth in the Region with comparable growth in employment by 2021. Most of this growth was planned around the existing urban centres of Aurora, Newmarket, Vaughan, Richmond Hill, and Markham. To support this development, increased capacity in the York Druham Sewage System (YDSS) is required. The 16th Avenue Trunk Sewer Phase II is a key phase of construction to complete the paralleling of the YDSS through the Town of Markham by connecting to the existing Highway 404 Trunk Sewer located just east of Woodbine Avenue.

The method of construction used for the 16th Avenue Trunk Sewer System is tunneling. Due to the magnitude and complexity of the project, it was advertised in international tunneling magazines in order to attract tunnel contractors worldwide to submit pre-qualification proposals for the project. The McNally/Aecon Joint Venture (JV) was the successful bidder and was awarded the 9th Line Trunk Sewer Project, a Design/Build Contract, by York Region. The construction of the parallel sewer system started in 2000. To date, the design/build team has successfully completed the 9th Line Trunk Sewer, Phase I and a portion of the 16th Avenue Trunk Sewer (Phase 2). The location map shows the 9th Line project as well as both Phase I and Phase II of the 16th Avenue Trunk Sewer project.

In order to safely construct the shafts and the tunnels of this sewer to the required depth, the groundwater level must be lowered by pumping in the deep aquifer to below the depth of the shaft and tunnel. An extensive Environmental Management Plan has been developed to deal with any negative impacts resulting from the project and an independent auditor will be reviewing and reporting on the monitoring results to assess if there are impacts to the natural environment.


History Backgrounder


During the 1990's, within the Greater Toronto Area, York Region experienced the highest growth rate in Ontario at 46 percent. The Region's population is expected to reach 1,008,000 by the year 2011 and 1,280,000 by the year 2026. (Figures are from the Region's Planning and Development Services Department and are based on the entire York Region population including those not served by YDSS.) In July 2000 the Region approved ROP Amendment No. 21, which included revised and updated population and employment forecasts. The planned population and employment are expected to generate sewage flows beyond the existing capacity of the YDSS.

In May 1996, the Town of Markham completed the Consolidated Class Environmental Assessment for Sewer and water servicing for New Development. Part of the undertaking approved through the Class EA is the construction of trunk sewers along 9th Line and 16th Avenue to accommodate new development in the Town of Markham. In 1997, York Region completed the  York-Durham Trunk Sewer System Master Plan. The YDSS Master Plan recommended a number of activities necessary to upgrade the YDSS to meet the long term needs of the Region. The Region of York intends to construct the 9th line and 16th Avenue Trunk Sewer as strategic components of the Master Plan implementation.

In 2002, the YDSS Master Plan Update was initiated to ensure continued timely decision-making on this important infrastructure considering the following new information:
  • Consideration of recent updated Regional Official Plan population forecasts and extension of YDSS Master Plan's time horizon from 2031 to 2036.
  • New Regional policy that has allowed the Region to assume ownership of all new trunk sewer pipes 450, (18 inches) in diameter or larger.
  • Implementation of selected projects identified in the original 1997 Master Plan and revised update status of projects still to be implemented.
